Rice, who also served as National Security Advisor under W. Bush's first term (2001-2005), oversaw a bombing campaign in Afghanistan, where US. forces were searching for Osama bin Laden.
It was later proven that the then leader of the Al Qaeda terrorist network, accused of being responsible for the attacks of 9/11 2001, was not in Afghanistan, who was shot down almost a decade later in Pakistan.
President Joe Biden, on local statements on Monday, said he 'strongly' supported his decision to withdraw troops despite the chaos caused by the withdrawal, and reiterating that he was unwilling to pass a nearly 20-year war to a fifth US ruler.
The Republican emphasized that more time in that country would preserve 'our sophisticated Bagram air base in the middle of a dangerous region that includes Pakistan and borders the most dangerous country in the Middle East - Iran.'
Afghanistan fell under the control of the Taliban movement in record time, they did it -another fiasco for the United States- not in six months as some intelligence analysts predicted, but in mere weeks and days.
