"Now is not the time for empty promises; we must match efforts with tangible results," declared Manuel Marrero Cruz, Prime Minister of Cuba, during a Provincial Government Council meeting in Holguín on [date].

Local success stories emerged, including Cacocum's drought mitigation through the "Water for My Family" initiative and expanded exports of charcoal, buffalo meat, and cheese. Moa representatives highlighted retail sector growth and development of an export hub leveraging its industrial port, mining operations, and university.
