In the letter, Castro praised the dedication of personnel who helped transform pre-revolutionary prison conditions, emphasizing that since 1961, under the guidance of Fidel Castro, the system has operated on the premise of allowing inmates to study, receive job training, and successfully reintegrate into society.

Castro specifically highlighted the initiative aimed at turning prisons into educational centers, noting that thousands of incarcerated individuals have completed various levels of study, including university degrees. He stressed that strict adherence to the law, value formation, and cultural and athletic activities remain the cornerstone of maintaining stability within the nation's correctional facilities. Additionally, Brigadier General Abelardo Jiménez González, head of the Directorate of Penitentiary Establishments, reaffirmed that educational and rehabilitation programs for the inmate population continue to be a priority for the state despite current challenges.
