Ten Panamanians Detained in Havana for Anti-Constitutional Propaganda

Ten Panamanian nationals were arrested in Havana on February 28 for producing propaganda against Cuba’s constitutional order, according to the Ministry of the Interior. The detainees reportedly admitted involvement and were allegedly motivated by financial compensation.

On Saturday, February 28, 2026, ten Panamanian citizens, residents of Panama, were detained in Havana for actions classified as propaganda against the constitutional order, regulated under Article 124 of the Cuban Penal Code, the Ministry of the Interior (Minint) reported.

Initial investigations indicate that the individuals were instructed to enter Cuba with the purpose of creating signs containing subversive content against the constitutional order. Upon completing this objective, they were to leave the country and reportedly receive a payment ranging between 1,000 and 1,500 dollars each upon their return to Panama, according to their initial statements.

From the moment of detention, the individuals acknowledged being responsible for these acts, which occurred in the capital during the early hours of Saturday, February 28.

Investigations are ongoing.
