On the Cuban side, he signed the document Cuba's ambassador in the United States, José Ramón Cabañas and the US, the superintendent of Everglades National Park, Pedro Ramos.

The Agreement was adopted under the Memorandum of Understanding on the Conservation of Wildlife and National Terrestrial Protected Areas, signed on December 21, 2016, in Washington, by the First Deputy Minister of Science, Technology and Environment of the Republic of Cuba and the Secretary of the United States Department of the Interior. 

The Zapata Swamp and the Everglades National Park National Park are outstanding examples of natural and cultural heritage that both countries want to preserve for present and future generations. Both coastal regions share geological, biological and ecological characteristics, such as its underlying karst formations, freshwater wetlands, forests, grasslands swamps, mangroves and estuaries features. also exhibit many common species of plants, fish and wildlife, some endemic and endangered considered. These areas also treasured landscapes and sites important cultural and social values ​​of historical significance.
