Council of Ministers Approves Salary Increases Through Supplementary Payments

Cuban Government Authorizes Redistribution of Unused Wage Funds for Incentives
Agreement 10199 of the Council of Ministers, published in Extraordinary Official Gazette No. 45 of August 11, 2025, authorizes budgeted entities to redistribute unspent personnel expenditures as an incentive for workforce stability.

The resolution approves the redistribution of unused wage fund resources as an additional payment aimed at encouraging labor stability across all categories of the budgeted sector, including units with special treatment. This payment is considered salary for legal purposes but does not establish a permanent or widespread wage system.

Internal Regulations and Implementation Criteria
Each budgeted unit must approve internal regulations, developed with trade union participation, that establish criteria for granting the payment based on performance, responsibilities, and competencies. The regulations must also define the payment frequency (one-time or temporary), the authorities certifying its application, and a control system.

The amount and distribution of the payment are agreed upon by the Management Council, with trade union involvement, and communicated to the workers. Excluded from this measure are those receiving other differentiated wage treatments, such as healthcare professionals and educators with special benefits.
