Deputy Laina Pérez described the newly proposed Cuban Sports Law as both significant and necessary during a session of the Permanent Commission on Health and Sports. The discussion took place ahead of the Fifth Ordinary Session of the National Assembly of People's Power (ANPP) in its 10th Legislature.

Following the bill's presentation at Havana’s Convention Center, Pérez, an accomplished shooter, told the Cuban News Agency (ACN) that the legislation will strengthen the legal framework governing the National Institute of Sports, Physical Education, and Recreation (INDER). As a representative of Jagüey Grande in Matanzas and an athlete who has risen from grassroots competition to elite performance, she emphasized that the law will formalize the structured development of sports, often referred to as the "inverted pyramid" system.

Pérez, a decorated athlete with medals from School Games, national youth and senior championships, as well as Pan American and Central American and Caribbean competitions in the 10m and 25m air pistol events, highlighted the bill’s dual impact. She noted it will not only bolster competitive sports but also reinforce the principle that access to athletics is a fundamental right for all Cubans, enhancing quality of life nationwide.

The draft legislation will be formally introduced on Thursday and submitted for parliamentary approval on Friday.
